Mass Effect outdid New Vegas easily in that respect, and it's hard to say if any game will outdo the level of detail and customization Fallout 4 puts in the players hands. Characters you made in New Vegas would look great in the character creator, but awful in the actual game. New Vegas was a generation behind, but even for its time it was not the leader in animation or realism. For a game so focused on conversation and interaction, the ability to make your character look and feel real is worth the extra mile. This is the game with the most detailed facial animations, mixed with the best customization to make your character exactly what you want him to be.
The facial customization in Fallout 4 is unmatched by any game out there, and I will fight you on this.
